Thomas O. Meyer

Mr. Meyer has been practicing law for over 32 years.  He concentrates his practice in business law, local government law, real estate development and zoning law, and general civil litigation.

He served 8 years as 3rd Ward Alderman for the City of Rockford and 10 years as Special Assistant Attorney General.  He is licensed to practice law in Illinois and is member of the Trial Bar of the Federal District Court. He is also licensed to practice in front of the 7th Circuit Court of Appeals and the United States Supreme Court.

Mr. Meyer received his bachelors degree from Illinois State University and his Juris Doctorate from the John Marshall Law School.

Timothy F. Horning 

Mr. Horning has been practicing law since 1989.  He was named partner with Meyer & Horning in 1997 after serving 8 years as an associate in the law firm of Meyer & Associates.  He concentrates his practice in business law, local government law, real estate development and zoning law, social security disability representation, and personal injury litigation.

He is past president of the Winnebago County Bar Association Young Lawyers Division and is member of the board of directors of the Barbara Olson Center of Hope.

Mr. Horning graduated from the University of Wisconsin-LaCrosse and received his Juris Doctorate from the John Marshall Law School.

He is licensed to practice law in Illinois.  He is also a member of Trial Bar of the Federal District Court and is licensed to practice before the 7th Circuit Court of Appeals.

Nicholas O. Meyer

Mr. Meyer joined Meyer & Horning in June 2009.  Prior to joining Meyer & Horning, he served as an Assistant Public Defender in Winnebago County, where his practice was concentrated in criminal and DUI defense.  Mr. Meyer currently concentrates his practice in the areas of general civil litigation, criminal/DUI defense, family law, and personal injury litigation.

Mr. Meyer holds Bachelor of Arts and Master of Arts Degrees in History from Western Illinois University.  He received his Juris Doctorate from the John Marshall Law School.

Mr. Meyer is licensed to practice law in Illinois.  He is also a member of the Illinois State Bar Association, Winnebago Bar Association, and the General Bar of the Federal District Court.
